1.Official Language 1.公式言語
a)The official language of ITU is English. However, other languages may be used to improve communication.
a)ITUの公式言語は英語である。ただし、他言語を伝達向上のために使用することができる。
b)The LOC will communicate to others in the official language.
b)LOCは公式言語で他との通信を行う。
c)The Competition Jury will be addressed in English.
c)コンペティション・ジュリー(競技審議員)は、英語で対応する。
d)The Athletes’ Briefing will be conducted in English and afterwards, if available, in the host language.
d)アスリートブリーフィング(選手説明会)は英語で行い、その後必要であれば開催地の言葉で行う。
e)Communication between officials and athletes regarding penalties will be in English and if appropriate, in their own language.
e)ペナルティに関する役員(審判員)と選手の伝達は英語とするが、適切であれば個々の言葉で行う。
f)It is the responsibility of the athlete, or their NF, to provide for translation if needed.
f)通訳の手配が必要であれば、選手またはそのNFが行う。
g)Race announcers will preferably provide 50% of information in English and 50% in the local language. The final percentage will be decided during the Sport Presentation meeting prior to the race.
g)レースアナウンサー(実況)は、情報の50%を英語で、50%を現地語で行うことが望ましい。最終的な割合は、スポーツプレゼンテーション会議で決定する。

 

2. Agreement 2.契約
a)This EOM applies to all ITU Event (in certain level as it was developed for Triathlon World Cups) as stated in the Agreement; all provisions of the EOM are legally binding upon all LOCs that have been awarded an ITU Event.

b)ITU has authority for determining what constitutes the correct implementation and interpretation of the EOM.

3.Insurance 3.保険
a) Event liability insurance and event cancellation is required as per the Agreement.

b)Athletes’ Insurance: each athlete must acquire insurance which offers the legally necessary guarantees for the country where the event is being organised unless their NF has a license system including such coverage. Insurance information requirements must be included on the entry form. Athlete insurance is required for entry and is the responsibility of the athlete's NF.
b)選手保険:各選手は、開催国のNFが保険対応のライセンスを持っていなければ、イベントが開催される国で保証され法的に必要な補償がある保険を取得する必要がある。保険情報要件は、エントリーフォームに含める。選手保険はエントリーに必要であり、選手のNFの責任である。

c)LOC Insurance: c)LOC保険:
The LOC shall, at its cost, insure and keep insured with a reputable insurance company, a standard public liability and property damage insurance policy to cover the risks of insurable nature under the Agreement and the staging of the Event and the related events for an amount not less than the Agreement.
c)LOCは、その費用で、契約と大会や関連イベント開催で保険対象となるリスクをカバーするために、標準的な一般賠償責任や物的損害について、契約を下回らない額の保険契約を定評ある保険者会社と結びこれを維持する。

The policy of insurance shall name, as insured, LOC, ITU, the Global Partners, Global Sponsors, the ITU Officials, the ITU Technical Officials, and the respective LOC staff, officers, agents, volunteers, employees and contractors. The LOC shall provide to ITU a certificate of insurance or other satisfactory evidence of the coverage no later than 60 days prior to the Event.
保険の契約では、LOC、ITU、グローバルパートナー、グローバルスポンサー、ITU役員、ITU技術関係者、および各LOCスタッフ、役員、エージェント、ボランティア、従業員と請負業者を被保険者とする。LOCは、保険証書や他の適応する証明書をITUに遅くとも大会開催の60日前までに提出する。

 

4.Registration 4.登録
a)All the rules regarding the registration deadline, eligibility and entry can be found in the ITU Qualification Criteria and ITU Online Entry System.

b)Entry Fees and Payment: Entry fee to the ITU Events will be in accordance with the fee outlined in the Agreement.

5. Prize Money Breakdown
5.プライズマネー(賞金)内訳
a) The prize money breakdown can be found and downloaded from www.triathlon.org.

b) The prize money breakdown can be changed upon the approval of the ITU Executive Board.

6. Database Management 6.データベース管理
a) A database management system and format must be set?up in consultation with ITU and will include:

b) For the internal communication of the LOC, ITU is proposing the use of advanced web share point programs in order for the LOC to facilitate collaboration, provide content management features, implement business processes, and supply access to information that is essential to the event goals and processes.

This is an excellent tool which provides a single, integrated location where LOC members can efficiently collaborate with team members, find organisational resources, search for experts and corporate information, manage content and workflow, and leverage business insight to make better?informed decisions.

7. Accountability 7.説明・執行責任
The LOC is accountable for the following, but not limited to:

8. Permits and Approvals 8.許可と承認
a) Obtain written approval for course and location, including swim, bicycle, run, transition and all jurisdictions; (municipality; police, engineering department etc.). The LOC must have ITU’s approval for all segments of the course.
a)スイム、バイク、ラン、トランジション、すべての管轄区域(自治体、警察、技術部門など)を含め、コースと場所について書面での承認を取得する。LOCはコースのすべてのセグメントのためにITU承認を受ける。

b) All temporary structures (pontoon, grandstands, stages, gantries, etc) have to be approved in writing by a Structural Engineer.
b)すべての仮設構造(ポンツーン、グランドスタンド、ステージ、ガントリー、他)は、構造エンジニアが書面で承認したものでなければならない。
c) A traffic management plan needs to be submitted to ITU for approval.

9. Reporting Schedule and Checklists 9.スケジュールとチェックリスト報告
a) Upon request of the TL, TD, ITU Media and Television Director according to their checklists.
a)TL、TD、ITUメディアとテレビディレクターのチェックリストによる要望に応じ。
b) After the event upon receiving the ITU Post? Event Report.
b)イベントの終了後に、ITUポストイベントレポート(イベント終了報告)を受信。
c) For a World Championship or World Cup Event, a Major Events Milestones & Critical Path Schedule needs to be submitted to ITU. The LOC will be assessed based on these documents.
c)世界選手権、ワールドカップイベント、主なイベントのマイルストーン(主要管理点)とクリティカルパス(重要手順)スケジュールをITUに提出する。LOCは、これら文書に基づいて評価される。

 

10. Event week ITU LOC Meetings 10.イベントウィークのITU - LOC会議
ITU may request the following meetings scheduled prior to the event:

11.Visas 11.ビザ
a)The LOC must contact their country's Customs and Immigration Department and determine the following:
a)LOCは自国の税関・出入国管理局に連絡し次を特定する。
Which countries require a visa to enter the host nation.
いずれの国が開催国への入国ビザが必要となるか。
The location of the host nation's consulate or embassy in the countries requiring a visa.
ビザを必要とする国にある大会主催国の領事館か大使館の場所。

b)The LOC must then publish this important visa information on the event website and on www.triathlon.org
b)LOCは、この重要ビザ情報を大会ウェブサイトと次に掲載する。www.triathlon.org

c)Upon request for Visa invitation letters, the LOC must first contact ITU to determine that the athlete or official requesting the information is fully affiliated with ITU and has a reason to request an invitation to attend the particular event.
c)ビザ招へい状の要請があったら、LOCは、情報を求めている選手や役員がITUに正式加盟しているか、特定イベント参加への招待を要請する理由があるかを見きわめるために、まずITUに連絡する。

d)ITU will then provide a letter of invitation template to be used by the LOC. The LOC will be responsible for the appropriate translation of this letter.

e)ITU must be copied (ccd) on all visa letters.

12.Accreditation Protocol 12. 認定プロトコル(手順)
12.1. Introduction 12.1.はじめに
a)ITU has a standardised accreditation design system that must be used at all events.

b)The template below outlines the key accreditation classes and colours. A separate card and signage design template is included in the appendices.

c)The accreditation card should be 10cm x 15cm and should be either hard plastic or of high quality laminated material. The access signs should be 60cmx90cm.

d)The LOC must pay particular attention to both the development of the accreditation, the development of the secure zone signage and the implementation of an effective security team to manage and control the accreditation and security on site.
d)LOCは、登録認定の開発・安全ゾーン看板の展開および大会現場での登録とセキュリティを管理・制御する質の高いセキュリティチームの業務実施のいずれにも格別な注意を払う。

e)Security zones must be indicated on all site maps.

f)The LOC must develop a media accreditation registration on-line form; the form must be approved by the Director of ITU Media and Television prior to posting and all registered media must be approved by ITU.
f)LOCは、メディア認定登録オンラインフォームを開発し、ITUメディア・TVディレクターがそのフォームを発表前に承認し、登録された全メディアはITU承認を受ける。

g)The LOC must ensure that all team support is submitted by the National Federation and all coaches and managers must be on the ITU approved list.

h)The final plan and proposed accreditation cards, zone control signage and venue accreditation plan/flows must be submitted to ITU for approval 60 days in advance of a World Championship event.

12.5. National Federation Delegation Accreditation Cards Wristbands


12.5.NF代表団認定カード・リストバンド
A certain number of registered NF Delegates are entitling to a blue zone accreditation card or wristband. At the ITU Triathlon World Championship Series events only the Elite Coach, Mechanics, Medical and NF Representative Column will apply.
登録されたNF代表者の一定数にブルーゾーンへの認定カードやリストバンドが貸与される。ITUトライアスロン世界選手権シリーズイベントでは、エリートコーチ、メカニック、メディカルおよびNF代表者だけに適用される。

12.6. Coaches‘ Area Access for Elite Team Coaches at all ITU Events
12.6.エリートチームコーチの全ITUイベントでのコーチエリア用アクセス
a) Access Rights are given by NF according to the number of athletes entered.
a)アクセス権は、参加入力された選手数に応じ、NFから与えられる。
b) Quantity: 1-3 athletes = 2 coaches, 4-6 athletes=3 coaches, 7 and more athletes=4 coaches. All the coaches have to be registered by their NF through the ITU Online Entry System.
b)数量:選手1-3名でコーチ2名、選手4-6名でコーチ3名、選手7名以上でコーチ4名。すべてのコーチは、ITUオンラインエントリーシステムから所属NFが登録する。

c) Access Rights:

Full access to Sports Seats on the Grandstands (if applicable);

If applicable, VVIP area can be controlled by giving a pink wristband to the zone access holders.

12.10. Accreditation Templates 12.10.認定テンプレート
The ITU Accreditation templates can be accessed through www.triathlon.org.
In order to properly manipulate the ITU Accreditation cards a graphic programme such as Adobe Illustrator, Photoshop or Corel Draw is required.
ITU認定テンプレートは次でアクセスできる。www.triathlon.org
ITU認定カードを適切に操作するために、アドビ・イラストレーター、フォトショップやコーレルドローなどのグラフィックプログラムが必要となる。

 

12.11. Accreditation and Security Checklist
12.11.認定とセキュリティ・チェックリスト
a) Preparation a)準備
Create accreditation cards based on ITU template;
ITUテンプレートに基づいて認定カードを作成、
Create access signage based on ITU template;
ITUテンプレートに基づいたアクセス看板を作成する。
Create the list of person who will be granted all access and submit to ITU for approval;
すべてのアクセス権を付与される担当者リストを作成し、承認のためITUに提出する。
Create all other categories and numbers of cards for each area based on discussion and direction from the ITU Technical Delegate;
各エリアへのカードのカテゴリーと数量は、ITU技術代表との協議そして指導により作成する。
Source security vests for security volunteers; and
セキュリティボランティア用のセキュリティベストの手配。そして、
Plan on site training session with all security volunteers.
セキュリティボランティアの現場トレーニングセッションの計画。

b) Race Site b)レースサイト(競技会場)
Ensure that there are adequate access points to field of play;
フィールド・オブ・プレー(競技コース)への妥当なアクセスポイントがあることを確認する。
Ensure that there are frequent and logical crossing points for officials and race personnel,
役員やレース関係者の頻度が高く理にかなった横断路を確保する。
Ensure that there are logical and appropriate crossing points for spectators;
観客用に理にかない適切な横断路を確保する。
Ensure adequate security to all VIP areas; and
すべてのVIPエリアに十分なセキュリティを確保する。そして、
Ensure adequate security to all athlete only areas.
選手限定エリアの適切なセキュリティを確保する。

c) Security Personnel: c)セキュリティ担当者:
Ensure that there are trained security personnel manning each access control point;
各アクセス制御ポイントに研修を受けた保安要員が配置されていることを確認する。
The security personnel must be clearly visible and wear vests that say ‘SECURITY’. They should not be dressed the same as regular volunteers.
セキュリティ担当者は明確に目立たなければならず、「SECURITY(セキュリティ)」と記したベストを着用する。一般ボランティアと同じユニフォームを着用しない。

The LOC should prepare a map with all the accreditation zones and the access/ security check points from the Race Site (Dot Plan). This document should be submitted to the TD for approval. A sample of this document is as follows:

a)An athlete's first and last impression of an event is their ease of getting to and from the airport. Dedicated bus service should be planned with special provision for bike transportation.

b)Medals and flowers presented to top three in all categories.
b)すべてのカテゴリーのトップ3名に贈呈するメダルと花。
c)Medal and flower presenters to be decided in cooperation with ITU.

d)Facility should be easily accessible for athletes or transportation provided.

a) The opening ceremonies should reflect the historical or cultural nature of the host city.

b) All athletes are invited to participate and given clear instructions to.
b)すべての選手が招待され、参加するよう明確な指示が与えられる。
c) Sample Opening Ceremonies ideas: may be combined with a local cultural event, the pasta party or a triathlon related event ? there is opportunity for creativity here! ITU must approve the plans for the Opening Ceremonies.

d) Speeches must be short and approved by ITU.

c)Are held in appropriate high class venue, such as city hall or special site in host city

e)The VIP list should include; government officials, ITU VIP’s (list obtained from ITU) NF VIP’s, Event Sponsors, Key Members of LOC, Select Elite Athletes, and guests.

19.1. Summary of Requirements 19.1.要件のまとめ
a) Coordinated transportation is needed for the following groups:
a)手配された輸送は、次のグループに必要である。
Elite Athletes (from airport);エリート選手(空港から);
All Athletes (to venue on race day); すべての選手(レース当日に会場に) ;

Paratriathletes specific transportation needs on site; ITU VlP’S; ITU Officials; LOC; VVlP's (Mayor, Delegates); and Public (to get to venue on race day).
パラトライアスリートの特定交通輸送が現場で必要; ITU VIP 、ITU役員、LOC 、VVlP(市長、代表者)と一般(レース当日に会場に行く)

b) Transportation services will include: b)輸送サービスは次を含む:
Shuttle service from the airport; 空港からのシャトルサービス;
Rental vehicles (ITU Officials); レンタル車(ITU役員);
City Buses; and 市バス。さらに、
Volunteer Drivers. ボランティア・ドライバー。

19.2 Transportation Management and Operation Plan (Applicable according to the Agreement)

a) Airport Drop-Off and Pick?Up

All elite athletes and team officials will have transportation provided from the airport to their hotels provided by the LOC. There is no extra charge for the bikes;
すべてのエリート選手とチーム役員の空港からホテルへの輸送は、LOCが提供する。バイクの追加料金はなしとする。

ITU Officials rental cars will be available at the airport for pick?up upon arrival according to the Agreement; and
ITU役員用のレンタカーは、本契約により、到着時の出迎えのために空港で利用できるようにする。 さらに、
ITU Executive Board Representatives will be picked up/dropped off from the airport by a driver and transported to the host hotel.
ITU理事会の代表は、運転手により、空港での出迎え/見送りがありホストホテルへ送迎される。

b) Athletes b)アスリート(選手)
Training Venue Transportation: All athletes are responsible for their own transportation to and from any training venues; トレーニング会場輸送:すべての選手はトレーニング会場往復の輸送手段を各自で行う。
Competition Venue Transportation: Athletes will ride their bikes or arrange other transportation methods for swim course familiarization and bike course familiarization;
競技会場の輸送:選手が自分のバイクに乗るか、スイムコース試泳・バイクコース試走のために他の輸送手段を準備する。
Transportation must be available for the athletes from the host hotel to the venue on race day;
レース当日のホストホテルから競技会場への輸送は、選手のために利用可能でなければならない。

A specific drop-off point should be planned close to the Paratriathlon Transition Zone on the race day for the paratriathletes. The LOC should have golf carts available in case the paratriathletes have to carry their equipment;
特定の降車地点は、パラトライアスリートのために、レース当日のパラトライアスロン用トランジションゾーン近くに計画される。LOCは、パラトライアスリートが用具を運ぶ必要があるときは、利用可能なゴルフカートを用意する。

Transportation to Media Events: For elite athletes attending the media conference, transportation will be individually arranged by the LOC for each athlete; and
メディアイベントへの交通:メディア会議に出席するエリート選手のため、LOCが交通輸送を各選手のために個別に手配する。そして、

Transportation to Social Functions: If the venue is not within walking distance transportation to and from the functions must be planned.
社会的行事への交通:会場が歩いて行ける距離にない場合、各行事への往復交通手段を計画する。

c) VVlP's c)VVIP(特別VIP)
A detailed transportation plan should be provided in the VVIP package with specific instructions.
詳細な輸送計画は、具体的な案内を付けたVVIPパッケージで提供する。

d) Public Provision should be made to ensure spectators have easy access to the venue.
d)観客の容易な会場アクセスを確実にする一般対策を講じる。

 

19.3.Vehicle Accreditation Permit Passes (VAPPs) 19.3.車両認定許可証(VAPPs)
a) An accreditation permit pass should be placed to all the vehicles that have to entry(訳注:enter)the FOP before or during the events.
a)認定証は、イベントの前または最中にFOPに入る全車両に取り付ける。

b) The final list of the accreditation permit passes should be approved by the TD.

20. Food services 20.フードサービス
20.1. Basic elements 20.1.基本的な要素
a) Determine the size of the hosting venue: How many volunteers, athletes, and spectators will be at the event.
a)主催地のサイズ(規模)を決める。何人のボランティア、選手、そして観客がイベントに参加するか。
b) Find local catering company to provide food services for the volunteers and athletes. It is a good idea to use one reliable caterer as it will be much easier to coordinate.
b)ボランティアと選手のフードサービス提供のため、地元のケータリング会社を探す。コーディネートがしやすいため、信頼できる仕出し屋の利用を推奨する。
c) Find a local restaurant to cater/sponsor the VIP Area.

d) Find vendors to sell to spectators in the venue such as drink and food vendors.
d)会場で観客に飲食物を販売するベンダー(販売業者)を利用する。
e) Set up location for awards banquet and confirm food requirements.

f)Determine food requirements for volunteer orientation: this includes refreshments and food.

h)Plan food requirements for volunteers helping with event set up.

l)Determine food requirements for medical tent, anti-doping control area and media tents. (i.e. what time will food be delivered to tent).

m) Confirm equipment and other requirements from food suppliers, and City Engineering Department such as power, floor, tents, etc.

n) Complete registration form for temporary food facilities (contact local health board).

p) Provide food service vendors/caterers with venue access, parking passes, parking and venue maps.

q) Give special care to the waste management in each area (recycling bins) and generally at the venue (waste compound).

r) Create food requirements spreadsheet with the following fields.
r)次の項目について、食料の必要量のスプレッドシートを作成する。

Location; 場所;
Number of people; 利用人数;
Menu plan; andメニュー立案。そして、
Supplier and Event.サプライヤーとイベント。
