Notice for All International Athletes Participating in Events in Japan
— Introduction of a New Bicycle Regulation (Blue Ticket System) —
Starting on April 1, 2026, revised traffic regulations related to bicycle will be introduced in Japan, implementing a new system that imposes fines for certain traffic violations.
This system applies to all bicycle users in Japan regardless of nationality. Individuals aged 16 or older who commit certain traffic violations may be subject to a fine. Please note that this also applies to all athletes visiting Japan from overseas.
In Japan, bicycles are legally classified as “vehicles”, and cyclists are required to comply with the traffic rules. Since triathlon is a sport that involves bike training on public roads, safety awareness is particularly important.
■ Major Traffic Violations (Subject to Fines)
The following acts constitute violations and may result in a fine (approximately 5,000 to 12,000 yen):
• Using a smartphone while riding (distracted riding)
• Riding with an umbrella
• Ignoring traffic signals
• Failing to stop at stop signs
• Riding on the right side of the road or other lane violations (Note: Japan follows left-hand traffic)
• Violating the duty of safe operation by using earphones or the like
■ All International Athletes are requested to keep the following in mind when training or traveling in Japan:
• Check Japan’s traffic rules in advance (including keeping to the left)
• Follow all traffic regulations and prioritize safety above all
• Be considerate of pedestrians and other vehicles
• Exercise extra caution when riding in an unfamiliar environment
